At least 13 People Wounded In A Christmas Day Mass

At least 13 individuals were wounded in an explosive blast inside a chapel in Jolo, Sulu during the Christmas Day mass. Among the wounded is a nine year old and a newly ordained priest, Rev. Ricky Bacoldol.

The explosion happened at about 7 a.m. inside the Asturias Evangelical Chapel in a police camp in Barangay Asturias. The chapel is located some 500 meters from the Sulu Provincial Police Headquarters.

Rev. Romeo Villanueva, 72, was in the middle of reading his homily during the Mass when the explosion ripped through the right side of the chapel's roof.

“I was reading the Gospel. I was not yet finished when there was a loud explosion," Villanueva stated in an interview.

He said the younger priest who was assisting him, Rev. Bacoldol, was thrown off his feet by the blast and suffered a slight leg injury.

According to initial reports there were about 100 worshippers attending the Christmas Day mass when the blast rocked the chapel.

Mayor of Sulu, Hussin Amin expressed startled how the suspects cleverly put the explosives inside the church as Marines are securing the place day and night. The mayor added that three days ago, the Marines cleared the area of any explosive.

What was surprising is that the chapel is located inside the police camp where it supposedly fully secured by the police.

Initial result of the investigation revealed that the bomb might have been placed on the rooftop of the chapel.

Mayor Amin, however, said the bomb was packed in a plastic bag and was planted at the right corner of the altar where flower decorations were displayed for the Christmas Day mass.

The explosive, he said, has no shrapnel and was possibly not meant to kill devotees but only to sow terror and fear among the people.

He said a mobile phone could have been used to detonate the explosive.

Supreme Court Orders Return Of Mansion To Marcoses

The Supreme Court (SC) has affirmed a lower court's ruling that voided a government order sequestering a Marcos rest-house in Olot, Tolosa in Leyte province.

The 17-room mansion was among the properties seized by the Presidential Commission on Good Government (PCGG) in 1987. The commission, formed by the late President Corazon Aquino, was tasked to recover the ill-gotten wealth of the family of late President Ferdinand Marcos.

Voting unanimously, the high court upheld the Sandiganbayan's 2002 decision that ordered the PCGG to return the property to the dictator's wife, former First Lady and incumbent Ilocos Norte Rep. Imelda Marcos.

The SC lent credence to the Sandiganbayan's findings that the PCGG failed to provide prima facie evidence that would establish, just as a preliminary determination, the mansion was indeed ill-gotten.

The SC noted that the PCGG keeps a two-commissioner rule to assure the existence of a prima facie case that the money or properties confiscated by PCGG from the Marcoses are indeed ill-gotten.

In 2002, the anti-graft court held as invalid the PCGG's seizure order which was issued by PCGG lawyers and not by any PCGG commissioner.

“Here, it is clear that the PCGG did not make a prior determination of the existence of a prima facie case that would warrant the sequestration of the Olot Resthouse," the high court pointed out.

“Nor did the Republic demonstrate that the two PCGG representatives were given the quasi-judicial authority to receive and consider evidence that would warrant such a prima facie finding," it added.

Eastern Visayas records 37 dengue deaths this year, 882% higher than last year

There are already thirty seven people in Eastern Visayas who have died due to dengue, the Department of Health Region 8 informed.

There is already a total of 3,862 cases of dengue with 37 deaths that have been recorded across Eastern Visayas from January to July 3 of this year, Mr. Boyd Cerro, the sentinel nurse of DOH Region 8 said.

Of the 3,862 cases reported, the biggest number of cases came from Tacloban City which has already a total of 1,014 cases.

Although the local health authorities admitted that they are alarmed over the increase in dengue deaths in the Region, they said that there is no reason to declare a dengue outbreak. There is only clustering of cases, they said.

The DOH 8 have issued a dengue alert to all health officers in the Region because of the onset of the rainy season. In fact in June, the Health Department conducted Dengue Caravan in all the provinces of the Region.

Mr. Cerro said that health workers have also been advised to constantly remind communities of the dangers of dengue.

He said that based on the DOH 8 assessment, the increase in dengue cases is largely attributable to the communities' neglect of the health department's advisory for the prevention of dengue.

Earlier, the Department of Health Region 8 Director made repeated appeals on the local government units especially the barangay officials to again conduct surveillance of the breeding places of mosquitoes in their communities, and the sustained cleaning of the surroundings and every respective homes must clean their own homes and surroundings.

The Regional Health Director reminded about the Four O'clock Habit which every community must practice. (PIA 8)

Kiko tells Manny Villar: You can't buy people's votes! ‏

MANILA, March 9 (PNA) -- You can try, but can't buy our spot on top.

This was the message of Liberal Party stalwart Senator Francis Pangilinan to Nacionalista Party standard bearer and 2010 poll campaign's top spender Senator Manuel 'Manny Villar' who he said had been suffering from epic fail in national surveys.

"Despite being the first candidate to run in the presidential derby, and an unprecedented ad buy of over one billion pesos since November of last year, Sen. Villar continues to fall short of his ultimate objective –– that of overtaking Sen. Noynoy," he said.

Pangilinan cited the last four surveys which showed slightly different numbers, but with only one common thread: Sen. Noynoy consistently leads in all of them.

The latest Pulse Asia Survey had Aquino leading Villar, 36-29; the SWS Survey had Aquino up 36-34; the Manila Standard Survey likewise had Aquino holding on to a 36-34 lead; while the TNS Survey had Aquino enjoying a 41-30 lead.

Except the TNS Survey which was conducted before the end of January, the three others were conducted in February.

"The numbers themselves are rather inconsistent. In one survey Sen. Noy's numbers in Mindanao are double that of Sen. Villar's; in another, Sen. Noy's lead in the same island is only three points," Pangilinan noted.

"We are, however, happy to see that our people have not allowed themselves to be swayed by the deluge of Villar ads on TV," Pangilinan stressed.

Villar, according to figures from AGB Nielsen, has spent over P120 million from February 9 to March 2 on TV advertisements alone.

The figure puts Villar’s total expenditures on political advertisements from November 1 last year to March 2 this year at over P1.3 billion –– an amount almost equal to the total TV ad expenditures of four of his closest rivals.

Former President Joseph Estrada ranked second with P88 million, followed by Sen. Aquino with P87 million and Sen. Richard Gordon with P67.3 million, and Administration party bet Gilberto Teodoro Jr. with P60.4 million TV commercials since the start of the campaign period.

"This only proves that our people will not support a leader who has been tainted by corruption nor one who is associated with the corrupt. The surveys show that Filipinos want a decent, honest leader they can trust––and they see that in Sen. Noy," Pangilinan said. (PNA)

Mindanao power crisis threatens to lay off 1,000 electric coops workers

The power crisis in Mindanao is likely to lay off about 1,000 employees and workers of 27 electric cooperatives in the island.

In an interview with top officials of various electric cooperatives in Mindanao, work scheduling, rotation of works and even temporary retrenchment might take effect to avert further losses if the power curtailment imposed by the National Grid Corp. of the Philippines (NGCP) and National Power Corp. (Napocor) to various cooperatives will continue unabated.

The NGCP and Napocor are imposing two,six or hours rotating power curtailment to different electric cooperatives in Mindanao since last month due to power deficiency.

However, the fallback position, particularly the retrenchment of workers, will only be done and effected if upon approval of the Energy Regulatory board (ERC).

"This only happens if the situation will worsen. We also abide to our cooperative board and ERC decision based on our recommendation to avert further losses," said Horacio T. Santos, general manager of the 97,000 billed consumers of the Agusan del Norte Electric Cooperative (Aneco).

At least 43 percent of the major industries and the electric cooperatives have lost millions of pesos since the start of power curtailment in Agusan del Norte and Butuan City, the area where big companies and regional offices in the Caraga region operate.

If the power crisis in the southern island also worsened, the region's largest electric cooperative is also planning to buy two megawatts of electricity from the 100- megawatt Nasipit Power Barge, which has just been bought by the Aboitiz group on March 1, this year.

The Davao del Sur Electric Coop. (Dasureco) plans to retrench some of their workers to avoid further losses.

Jesus Dela Victoria, Dasureco general manager, said the firm lost at least 50 percent of its revenues even before the NGCP started implementing the load curtailment scheme as Mindanao's hydropower plants lost water due to the dry spell.

Officials of the Association of Mindanao Rural Electric Cooperatives (Amreco) also voiced the same strategy and planned to retrench workers to avert further losses.

However, Amreco officials blew their top when government allegedly planned to reduce their power allocation to only 50 percent if the power situation worsen.

This development came out during an emergency meeting with Amreco and Napocor early this week in Cagayan de Oro City.

"Imagine the implications of this move. This means that 50 percent of revenues from power consumers will be gone. If our coop's load is reduced it will also reduce more or less the load of every electric coop, every private power company, even that of industrial customers," said Amreco president Sergio Dagooc.

As this developed, the latest NGCP advisory said that the STEAG Power Inc.'s coal-fired power plant has increased its capability from 150 MWs to 210 MWs.

Another plant, Aboitiz Power Corp.'s Therma Marine Unit 2, was already synchronized to the grid on Friday. It is now generating 47 MWs.

However, the NGCP's advisory said the total available capacity of 820 MWs in the Mindanao grid would still be insufficient to meet the peak demand of 1,470 MWs.

The NGCP said the water elevation at Lake Lanao was at 699.06 meters, which is below the critical level of 699.15 meters.

Technical men from NGCP, Napocor and some electric cooperatives said that if the low water level will continue in Lake Lanao and Bukidnon, hydro-electric power plants might force to shutdown to avert further damages of its turbines.

In a related development, the Oro Chamber of Commerce and Industry together with the PHIVIDEC Industries Association (PIE-MO) and the Cagayan de Oro Chamber of Industries (COCI) on Saturday appealed to concerned government offices to address the present power supply problem in Mindanao to avert further losses.

The group cited the need to immediately repair the Agus 2-Kibawe 138 kilovolt (kv) transmission line and the Maramag-Bunawan 230kv backbone project.

The Oro Chamber and its partner organizations expect that the government will also give the same attention to Agus 5 as well as strongly campaign for additional investments into the power sector of the island.

The Chamber will be presenting its paper on the non privatization of the Agus and Pulangi hydro electric power plants to the Regional Development Council (RDC) in Region 10 on March 11, this year for possible endorsement. (muc/PIA-Caraga)

Senator Manny Villar is really pouring a lot of his money for the coming 2010 Presidential Elections and you got to give credit to his campaign staff. Here is the video that is making viral into the hearts of the Filipinos.

Lyrics of the Song
Naging Mahirap

At kanyang plano'y magka-bahay tayo?

Si Villar ang tunay na mahirap.
Si Villar ang tunay na may malasakit.
Si Villar ang may kakayahan
At gumawa ng sariling pangalan.

Si Manny Villar ang magtatapos
ng ating kahirapan.

What do you think? Will this video make his way to Malacanang?

Filipino Peacekeepers in Haiti Assist Rescue Efforts in Earthquake Aftermath

Filipino peacekeepers were the first to rush to the headquarters of the United Nations Stabilization Mission in Haiti (MINUSTAH) and take part in rescue efforts after the seven-story building was levelled by magnitude 7.0 earthquake that struck Port-au-Prince on Tuesday night.

In its report to the Department of Foreign Affairs, the Philippine Mission to the United Nations said that it was informed by the UN that members of the 10th Philippine Peacekeeping Contingent under Lt. Col. Lope Dagoy are assisting in the search for an undetermined number of UN personnel who were in the building when it collapsed.

The Philippine Mission said it could not determine at this point if there were any casualties among members of the Philippine military and police contingents as well as UN civilian staff members serving with MINUSTAH as power and communications line have been cut off. It said it could not account for all of Filipino peacekeeping personnel as its only source of information was UN Headquarters in New York which was only able to establish contact with MINUSTAH officials via satellite phones.

However, it said that Lieutenant Colonel Dagoy was able to contact his wife via satellite phone and asked her to relay to the Peacekeeping Operations Center of the Armed Forces of the Philippines that he was trying to account for all members of the contingent. While he did not mention any casualties or damage to the Philippine headquarters, he said contingent members were forced to vacate the building after the area was hit by a series of aftershocks.

The Philippine Mission said Sr. Supt. Rodolfo Fuentes, commander of the Philippine police contingent, was also able to establish contact through internet and said he and several other peacekeepers were safe in the UN Logistics Base near the Port-au-Prince International Airport.

Based on newspaper reports, the Philippine Mission was able to determine that at least three other areas in the capital where Filipino peacekeepers are assigned sustained serious damage from the earthquake.

There are 157 officers and enlisted personnel from the Armed Forces of the Philippines (AFP) and 15 officers from the Philippine National Police (PNP) serving with MINUSTAH. There are also an undetermined number of Filipino civilian staff working with the UN.

Aside from the peacekeepers, there are some 447 Filipinos working in the garments, telecommunication and power sectors in the country, mostly in middle and upper management levels. There are also Filipino nuns and priests in Haiti.

The Department of Foreign Affairs has sent instructions to the Philippine Mission in New York, as well as the Philippine Embassy in Havana, Cuba, to check on the conditions of the members of the Filipino community in Haiti.

The Philippine Mission in New York will coordinate with the United Nations on the extension of assistance to them, as well as to the Haiti Government and people.

Showtime on Preventive Suspension - Osang Axe as Judge

All time controversial actress Rosanna Roces was dissappointed over the decision of MTRCB 20 day preventive suspension of "Showtime" because of remarks she made againsts teachers. Before the decision of MTRCB was issued, ABS-CBN has already axed Rosanna Roces from being the judge of the said show.

However Roces further argued that she is not criticizing the teachers in general and further added that she has the liberty “to say whatever I want to say.”

"Nagpapasalamat ako sa ABS-CBN dahil binigyan nila ako ng pagkakataong humingi ng paumanhin sa aking naging pahayag sa ‘Showtime.’ Naramdaman kong nakahanap ako ng tunay na kapamilya sa ABS-CBN dahil hindi nila ako iniwan sa ere. Kung sa ibang network, gaya ng naranasan ko noon, ay iniwan ako at pinabayaang magpaliwanag ng mag-isa," she said.

Like Roces, the show’s hosts - Anne Curtis, Vhong Navarro and Kim Atienza - and judge Vice Ganda were disappointed by the MTRCB’s decision.

The Kapamilya network has already taken action to make sure that the popular show will come back on air soon.

According to lawyer Mona Manalo of ABS-CBN legal department, the network filed on Tuesday an appeal before the Court of Appeals.

In its petition, Manalo said the network has asked the court to issue a temporary restraining order (TRO) and a writ of preliminary injunction to restrain the MTRCB from enforcing its January 11 suspension order.

The network also asked the appellate court to issue a writ of certiorari to set aside the order and to make permanent preliminary injunction.

Here is TV Patrol's full report on Osangs' statements.

Mayweather's Camp has Officially Chicken Out

Top Rank promoter, Bob Arum, has announced that the mega-fight between Manny Pacquiao vs Floyd Mayweather will no longer push through. This announcement came after long hours of mediation session from both camps.

Although neither side was allowed to provide specifics of their dispute, Mayweather apparently resisted at a hard-fought compromise in the testing issues first raised by the former welterweight champion.

"I knew this was going to happen," said a weary Bob Arum, Pacquiao's promoter. "You had to play it out."

The promoters went into the hourlong mediation Tuesday hoping to reach an agreement on the drug testing issue for the fight. Mayweather's camp demanded random blood testing in addition to unlimited urine testing, with Pacquiao resisting at the stringent requests.

"I've been saying this for years: He's a psychological coward who doesn't want to fight anybody who has a chance of beating him," Arum said. "He walked away from a rematch with Oscar (De La Hoya) that would have paid him a fortune because De La Hoya held him close in the first fight (in May 2007)."

Arum said there's "no chance ever of salvaging it for March, no chance for it ever to happen." He plans to propose a mid-March bout with 154-pound champion Yuri Foreman to Pacquiao, who could become a champion in his eighth weight class.

The War on Pacquiao vs Mayweather has Started

It looks like the fight of Pacquiao vs Mayweather will not be fought into the ring but into court. As soon as the camp of Floyd Mayweather Jr. has turned down Bob Arum's ultimate proposal to mega-buck fight, Manny Pacquiao fired back at his potential opponent's camp, filing a defamation case Wednesday.

Manny Pacquiao, distinguished by many as boxing's best pound-for-pound fighter, filed an oral defamation suit in U.S District Court in Nevada against Floyd Mayweather Jr, Mayweather Sr. Roger Mayweather, Mayweather Promotions and Golden Boy Promotions CEO Richard Schaefer and Oscar De La Hoya.

Pacquiao insisted that he cannot afford his name and years of hard work be tarnished by allegations of him taking performance enhancing drugs. It is being noted that the Mayweather Camp has issued statements regarding Manny using performance drugs in his fights.

Nevada State Athletic Commission has order a directive to both Manny Pacquiao and Floyd Mayweather Jr. to submit their urine samples for testing which Manny has already complied.

In the meantime, Top-Rank Promoter Bob Arum said that he is looking for an alternate fight for Pacquaio on March 20 against either Jr. Middleweight champion Yuri Foreman or former Jr. Welterweight champ Paul Malignaggi.

A win by Pacquiao over Foreman will give him his eighth championship in eight weight divisions.
