Salary Increase for Teachers, Soldiers, and Police Filed By Senator Trillanes
In light of the recent pronouncement of President Rodrigo Duterte on increasing the salary of teachers, military and police personnel, Senator Antonio "Sonny" IV pushes for the passage of Senate Bill No. (SBN) 90, or the Salary Standardization IV.
Trillanes said, "Consistent with the promise made by President Duterte, SBN 90 includes teachers, military and police personnel in the proposed increase, and would at least double their salary."
The improved salary scale provides the lowest government rank, Salary Grade 1, with a base pay of Php18,956 from the present rate of Php9,478; and cabinet secretaries with a base pay of about Php585,430 from the present rate of Php117,086. For military and police personnel, Private/Police Officer 1 will receive Php35,460 from their present salary of Php14,834; and General/Director General will receive Php481,770 from their present salary of Php67,500.
According to Trillanes, passing the measure would also be a major step in the government's anti-corruption campaign; and would enable the government to attract, retain, and maintain a corps of competent government workers including teachers, military and policemen.
"With this proposed competitive compensation package, our public servants will be dissuaded from resorting to unscrupulous activities in order to augment their meager income, and, instead, be encouraged to become efficient and effective public servants," Trillanes further explained of the bill's anti-corruption component.
Trillanes also challenged Duterte to fulfill his promise, "The President has promised to increase the salary of teachers, military and police personnel; thus, I filed this measure which would serve as an instrument to fulfill it."

Sandigan Bayan Allows Arroyo in Hospital Arrest
For humanitarian considerations, the Sandiganbayan First Division granted the hospital arrest of former President and now Pampanga Rep. Gloria Macapagal Arroyo who was charged with plunder in connection with the alleged misuse of P366-million Philippine Charity Sweepstakes Office (PCSO) funds.
In its eight-page resolution, the anti-graft court said it granted the hospital arrest in view of the physical condition of Mrs. Arroyo and her need to undergo continuing intensive physical therapy three times a week at the Veterans Memorial Medical Center (VMMC) and on account of the withdrawal of the prosecution of its opposition to the urgent motion.
Earlier, Prosecutor Disodado V Calonge manifested that the prosecution was already withdrawing its opposition to the urgent motion of the accused for hospital arrest.
The resolution was signed by Justice Efren dela Cruz, First Division chairperson, and Justices Rodoldo A. Ponferrada and Rafael R Lagos.
Meanwhile, Mrs. Arroyo thanked her supporters, well-wishers and even the Sandiganbayan in a message posted on the social network “Tweeter” before the anti-graft court ordered her barred from using computers and other telecommunications devices while under hospital arrest.
Through her staff, Mrs. Arroyo “tweeted” “thank you’s” to those who greeted her and offered prayers for her swift recuperation. Her staff also extended thanks for the Sandiganbayan’s order granting her motion for hospital arrest.
The anti-graft court allowed Mrs. Arroyo to be detained at the same hospital suite at the VMMC where she was previously held following her arrest on an election offense last year.

Arroyo skips DOJ plunder hearing for the 3rd time
For the third time, former President Gloria Macapagal-Arroyo was a no-show at the Department of Justice (DOJ) hearing on the plunder charges lodged against her in connection with the alleged misuse of welfare funds meant for migrant workers during her administration.
Arroyo, incumbent congresswoman of Pampanga’s second district, was supposed to swear and subscribe to the authenticity of her counter-affidavit, but could not do so because, like in the past two hearings, she was abroad.
The former President was supposed to return to the country last week, but this was deferred, according to her lawyer, Benjamin Santos.
“She was supposed to have returned in the middle of last week, but she had other matters to attend to. It is not our intention to delay the proceedings," Santos told the panel of prosecutors.
Santos, then, asked the prosecutors to give Arroyo more time to file her counter-affidavit.
“We would like to assure the honorable hearing panel that she’ll be coming within this week and therefore, as soon as she arrives, we are going to have her sign before the panel or a representative that a panel will be designating, that she will swear to her counter-affidavit," he said.
Interviewed by reporters, Santos said that the plunder charges against Arroyo should be dismissed as they were “absolutely baseless."
“There is absolutely no basis for the charges, absolutely none," he said.

Rains Continues as Falcon Leaves The Philippines
After dumping rains on Metro Manila and other parts of the country in past days, tropical storm “Falcon" (Meari) left Philippine territory early Saturday toward Japan.
But the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) warned rains brought by the southwest monsoon will still fall over Metro Manila.
“Nasa labas na ito [Falcon] ng Philippine area of responsibility, pero magdala pa rin kayo ng payong at panangga sa ulan," PAGASA forecaster Ben Oris said in an interview on dzBB radio Saturday.
He also said Falcon intensified slightly and accelerated further as it continued to move away from Philippine territory.
PAGASA also hinted there may be no cyclone expected in the next few days.
"No tropical cyclone is expected to affect the [Philippine area of responsibility] in a week but a low-pressure area is expected," it said.
PAGASA’s 5 a.m. advisory said that as of 4 a.m., Falcon was 590 km northeast of Basco, Batanes, with maximum sustained winds of 105 kph near the center and gustiness of up to 135 kph.
It was moving north-northwest at 24 kph and was expected to be 680 km north-northeast of Basco, Batanes or at 320 km west-northwest of Okinawa, Japan.
“[Falcon] will continue to enhance the Southwest Monsoon and bring occasional rains over Luzon particularly over the western sections of Northern and Central Luzon," PAGASA said.
Also, it said strong to gale force winds are expected to affect the Western and of Visayas and the Eastern seaboards of Luzon and Visayas.
“Fishing boats and other small sea crafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves," it said.

Alicia Mayer Bares All In New PETA Ad
Sexy Actress and Fashion Model Alicia Mayer has once again made evident over her involvement for animals by posing as a model of People for the Ethical Treatment of Animals (PETA).
Alicia posed naked for the new advertisement of the pro-vegetarian group, People for the Ethical Treatment of Animals (PETA) Asia. The poster, shot by photographer Raymund Isaac, displays Mayer lying naked on a gurney with the slogan, "Meat belongs in the morgue, not on your table. Go vegetarian!"
The shift is evidently a pace up from Mayer's prior attempt in 2007, when she posed wearing only a lettuce bikini.
"Hinahamon ko ang mga Pilipino na pag-isipan kung ano talaga ang karne," said she, explaining the message of the poster in an interview with GMA news. "Ang pagkain ng karne, manok at isda ay nangangahulugan ng pagkain ng bangkay ng isang pinahirapang hayop na hindi ninais ang kamatayan."
She encourage Filipinos follow her path of being a vegetarian.
PETA, in a statement, stated that the crusade is intended to prove their concern over the Filipinos' outwardly rising predilection for eating meat, citing previous research reports that greater than 750 million animals are being killed every day to serve the local community.
According to PETA, eating of meat is not only bad for animals but for as humans as well, noting its correlation through illnesses such as cancer, diabetes, and stroke.
"The evidence is clear," said Jason Baker, PETA Asia's vice president of international operations. "The best thing that people can do for animals, the planet, and themselves is go vegetarian."

"As instructed by President (Benigno III) Aquino, I leave this morning for Beijing together with (Foreign Affairs Undersecretary Esteban Jr.) Conejos to appeal for clemency for our three kababayans on death row.
