BOI: AFP considered peace process, protocols in withholding artillery support

The peace process with the Moro Islamic Liberation Front was a factor in the Armed Forces of the Philippines' decision to withhold artillery support for the embattled members of the Philippine National Police-Special Action Force in Mamasapano on Jan. 25, the PNP Board of Inquiry said in its report.
