The Malaysian government is preparing the necessary “punishments” for its navy personnel who detained and beat up Filipino fishermen near a Philippine-claimed reef in the West Philippine Sea, Foreign Affairs Secretary Rene Almendras said as Kuala Lumpur expressed “regrets” over the incident.
