NDRRMC: 2,459 passengers stranded, power outages reported due to Typhoon Ruby

The National Disaster Risk Reduction and Management Council on Sunday said more than 2,000 passengers have so far been stranded due to Typhoon Ruby (international name: Hagupit). Power outages were also reported in many areas.
