Ombudsman Conchita Carpio-Morales has ordered the filing of malversation and graft charges against former Marinduque Rep. Edmundo Reyes and several other officials of the Department of Agriculture (DA) in connection with their supposed involvement in the alleged P728-million fertilizer fund scam.
