The government would have to invest heavily in the upgrade and rehabilitation of the Clark International Airport in Pampanga before it becomes a modern and safe destination for diverted flights from the Ninoy Aquino International Airport after state auditors discovered that its control tower building and facilities have obsolete and busted equipment.
