Talks to hike gov't shares in BuCor-Tadeco deal already started last January --BuCor chief

The Bureau of Corrections (BuCor) and the Tagum Agricultural Development Co. Inc. have started discussions on increased production sharing early this year even before questions on the 25-year joint venture agreement (JVA) arose.
