PHL to UN HRC: Duterte gov't respects human rights, didn't cause drug killings

The Philippine government panel on Monday told the Universal Periodic Review working group of the United Nations Human Rights Council that the killings in the Philippines were not because of the drug war at the centerpiece of President Rodrigo Duterte's administration.
