The Commission on Human Rights (CHR) on Wednesday recommended to the Office of the Ombudsman the filing of criminal and administrative charges against personnel from the Manila Police District (MPD) Station 1 who were allegedly involved in the detention of 12 individuals in a 'hidden' lock-up cell.
