The Office of the Ombudsman has ordered the filing of graft and malversation of public funds charges against former Davao Del Sur Representative Marc Douglas Cagas IV for allegedly using his P6-million Priority Development Assistance Fund (PDAF) to fund ghost projects in 2008.
