Drilon:  Every Senate panel has power to grant protective custody

Senate President  Pro-Tempore  Franklin Drilon on Saturday said that the Senate committee on justice and human rights has the power to place witnesses under its own protective custody, and that such a move does not require the approval of the Senate leadership.
