Presidential Chief Legal Counsel Salvador Panelo on Thursday likened the drug situation in the country to an invasion or a rebellion that threatens the public safety. Panelo made the remark after Senator Franklin Drilon, a former secretary of justice, criticized him for saying that a threat to public safety was a basis for the declaration of martial law.
