National Economic and Development Authority chief Soci-economic Planning Secretary Ernesto Pernia on Tuesday stressed that attaining peace and order which includes President Rodrigo Duterte's war on drugs may be a necessary evil that will eventually make the Philippines more attractive to foreign investors.
