The National Police Commission (NAPOLCOM) found probable cause on Tuesday to file administrative charges against two of five alleged "narco-generals:" former National Capital Region Police Office chief Police Dir. Joel Pagdilao and former Quezon City Police District head Chief Supt. Edgardo Tinio.
