Budget Secretary Benjamin Diokno on Monday denied a neophyte lawmaker’s claim of supposed provisions in the proposed 2017 budget similar to the Disbursement Acceleration Program (DAP), specific acts of which had been declared unconstitutional by the Supreme Court (SC).
