The National Bureau of Investigation (NBI) denied Wednesday a newspaper report about its supposed discovery of the Small Town Lottery (STL) operators’ failure to declare their actual sales, which has allegedly caused the Philippine Charity Sweepstakes Office (PCSO) to lose at least P50 billion in estimated income annually.
