The Commission on Elections (Comelec) on Monday referred an electoral sabotage case against Smartmatic-Total Information Management Corporation (TIM) to the Department of Justice given that the Comelec had dealings with Smartmatic over the supply of 93,977 Optical Mark Reader (OMR) units for the 2016 elections.
