During the Mamasapano operations, the Philippine National Police (PNP) and the Armed Forces of the Philippines lacked communications “interoperability”, used different radio systems, and relied more on text messages than on calls and radio during their exchanges while the 44 Special Action Force (SAF) commandos were pinned down and dying.
