CHR chief: Sanctions for ‘overkill’ of SAF men should be made ‘in context of peace agreement’

The peace process between the government and the Moro Islamic Liberation Front should be a factor in determining sanctions once it is proven that the policemen killed in the January 25 Mamasapano clash were mutilated, Commission on Human Rights chairperson Etta Rosales said Thursday.
