Appeals court affirms ex-DA exec’s liability in fertilizer fund scam

The Court of Appeals has affirmed an Ombudsman decision finding a dismissed official of the Department of Agriculture (DA) liable for his involvement in the controversial fertilizer fund scam, one of the corruption issues that rocked the Arroyo administration.
