Exclusion of SCS from 'Balikatan' meant to avoid stoking tension

The exclusion of South China Sea as a venue for the 2017 Balikatan Exercises is meant to avoid stoking tension in the disputed area, Defense Secretary Delfin Lorenzana said Saturday.
