Faster, cheaper to amend Constitution via a con-ass, solon says

It will be cheaper and faster to amend the Constitution and shift to a federal system of government through a Constituent Assembly (con-ass) compared to a Constitutional Convention (con-con), Negros Occidental Representative Albee Benitez said on Tuesday.
