Con-con not a guarantee there will be no vested interests in Cha-cha, Speaker Alvarez says

Changing the charter through a Constitutional Convention (con-con), instead of a Constituent Assembly (con-ass), is not a guarantee that the process of revising the Constitution will be free from vested interests, House Speaker Pantaleon Alvarez said on Tuesday.
