Government still on alert for typhoon ‘Henry’

The National Disaster Risk Reduction Management Council (NDRRMC) is on blue alert status as Typhoon ‘Henry’ is still in the Philippine Area of Responsibility, Presidential Spokesperson Edwin Lacierda said on Monday.

Under the blue alert status, half of the personnel of all regional and municipal disaster risk reduction management offices, regional civil defense offices, and other concerned government agencies in would-be affected areas should be at their posts to monitor the situation.

The areas of concern for this alert are the provinces of Cagayan, Isabela, Quirino, Nueva Vizcaya and Batanes.

Lacierda said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is continuously monitoring the situation and disseminating weather bulletins and flood advisories, while the Department of Social Works and Development’s (DSWD) Municipal Disaster Response teams and Social Welfare Assistance and Municipal Development teams are on alert to be readily available for duty.

He noted that a P2,754,274 fund has been set aside and a total of 5,715 family food packs have been readied for distribution to evacuation centers.

The Department of Public Works and Highways (DPWH), he said, is ready to clear roads in landslide- and flood-prone areas while the Department of Interior and Local Government (DILG) has instructed its regional offices to roll out the pre-disaster risk assessment meetings, and advise governors to participate in such meetings.

The Philippine Coast Guard meanwhile has issued warnings to fisher folks to refrain from venturing into the sea, Lacierda said, adding that military and navy units in Tacloban are standing by for possible rescue operations.

As of 4 a.m. on Monday, the PAGASA has issued public storm warning signal no. 1 over the Batanes Group of Islands, Cagayan, Babuyan and Calayan Group of Islands.

Tropical storm Glenda has grounded a number of flights set for Tuesday. In an advisory, the Manila International Airport Authority (MIAA) indicated that these cancelled flights include:

COMELEC Disqualifies Laguna Governor ER Ejercito

The Commission On Election has unanimously decided to disqualify incumbent Laguna Governor Emilio Ramon "ER" Ejercito due to overspending during the May 2013 elections.

According to COMELEC, candidates are only allowed to spend P3 per registered voter.  In the case of Laguna, Governor Ejercito shouldhave only spend P4.5 million for his advertising campaign.  However, his campaign cost already P6 million in just one advertisement.

If Governor Ejercito fails to get a temporary restraining order within 5 days, Laguna Vice Governor Ramil Hernandez will assume the role as Governor of Laguna.

In a press statement from the office of Governor Ejercito he said that he is prepared to take legal actions against the disqualification case order by the COMELEC.

Fare Rates For MMDA Pasig River Ferry Service

After two weeks operation and free ferry services to the public, the Metropolitan Manila Development Authority (MMDA) released the fare matrix for the Pasig River ferry service.

According to MMDA, the fare rate will take effect Friday, May 16, 2014.

From Pinagbuhatan in Pasig City to Guadalupe, Makati City (vice versa) a passenger will be charged P50.

Passengers from Guadalupe to PUP, Escolta or Plaza Mexico, all in Manila and vice versa, will be charged P50.

Meanwhile, from PUP to Escolta (vice versa) and Escolta to Plaza Mexico (vice versa) passengers will be charged P30.

The Pasig River Ferry system was re-launched last April 28 to serve as an alternative solution to Metro Manila’s traffic problems due to the number of road works. It also aims to boost tourism in Metro Manila and for disaster and rescue purposes.

This alternative mode of transportation is in partnership with the Department of Transportation and Communications (DOTC) and the Pasig River Rehabilitation Commission (PRRC). (MMDA/RJB/JEG/PIA-NCR)

3.6 Magnitude Quake Hits Occidental Mindoro

The Philippine Institute of Volcanology and Seismology (PhiVolcs) reported that a mild earthquake hits Occidental Mindoro.  The quake recorded a 3.6 magnitude which struck at 7:39 a.m. and was plotted at 13 kilometers southeast of Sablayan town.




Intensity III was felt in Puerto Galera and in Sablayan, Occidental Mindoro and Intensity I in Lobo, Batangas.

The quake which was tectonic in origin had a depth of 15 km.

No damage has been reported and no aftershocks are expected.

DSWD assures sufficient food supplies for evacuees in Zambo conflict

The Department of Social Welfare and Development (DSWD) on Monday assured regular provision of food and assistance to rising number of displaced families currently sheltered in evacuation centers in Zamboanga City affected by the one-week armed conflict.

In its twitter account, the DSWD disclosed that as of 2 p.m. Monday, about 16,473 families or 81,806 individuals have been affected by the on-going clash between government forces and the Moro National Liberation Front (MNLF).

About 13,028 families equivalent to 67,845 individuals are still staying in 24 evacuation centers situated therein.

The Joaquin F. Enriquez Sports Complex still has the biggest number of family-evacuees with 9,065 families or 50,343 individuals.

The DSWD said it tapped local catering groups and food service providers to ensure regular provision of food to the increasing number of evacuees inside the Joaquin F. Enriquez Sports Complex.

According to DSWD Secretary Corazon J. Soliman, the Department had stepped up measures to ensure sufficient supply of food will be regularly given by tapping local food providers to assist in food preparation in addition to the food provided by the community kitchens established by the city government.

Soliman said she had instructed the DSWD Field Office IX for the continuous procurement of ready-to-eat food from partnered food service providers like Chinitos, Whoopee Burger House, Sunflower Food Center, and small canteens.

"This is to ensure the timely and orderly provision of meals to the evacuees with the elderly, children, and pregnant women as priorities," she said.

"Starting today (Monday), DSWD will provide 80,000 packed foods to the evacuees in the Grandstand to be delivered by the mentioned food providers (40,000 for lunch and another 40,000 for dinner),"she added.

Soliman also noted that the city government is also providing 12,000 packed foods per mealtime while the International Committee of the Red Cross committed to shoulder another 10,000 packed food for dinner.

On Sunday, DSWD, through Chinitos, Whoopee Burger House, Sunflower Food Center, and small canteens has provided 16,500 packed meals for lunch and dinner with a total cost of P825,000.

Breakfast on Monday was prepared by the established community kitchens where 24 sacks of rice and 20 cases of corned beef were consumed.


Soliman is still in Zamboanga City to oversee the relief operations to victims of the more than a week of armed conflict between government forces and rogue elements of the MNLF.

Charges Maybe Filed Against Napoles On Friday

President Benigno S. Aquino III said on Tuesday that appropriate charges in relation to the alleged misuse of the priority development assistance fund (PDAF) may be filed against Janet Lim Napoles by Friday.

President Aquino told reporters in a press conference after keynoting the 7th ASEAN Navy Chiefs Meeting in Makati City that government prosecutors were studying the evidences, analyses and "possible defenses that can be brought to court" in order to have a rock-solid case against Napoles.

President Benigno S. Aquino III said on Tuesday that appropriate charges in relation to the alleged misuse of the priority development assistance fund (PDAF) may be filed against Janet Lim Napoles by Friday.

President Aquino told reporters in a press conference after keynoting the 7th ASEAN Navy Chiefs Meeting in Makati City that government prosecutors were studying the evidences, analyses and "possible defenses that can be brought to court" in order to have a rock-solid case against Napoles.
